This site is composed in valid XHTML 1.0 Transitional, as recommended by the World Wide Web Consortium (W3C). Page layout, colors, and typography are controlled by Cascading Style Sheets, Level 1 and 2. In order to facilitate the ease of use for users of older browsers, a bare-bones table layout has been used to enforce the basic arrangment of elements on the page, a necessary departure from the spirit of current W3C recommendations due to the lack of full-compliance by even the most modern browsers, and specific shortcomings in the current editions of XHTML and CSS.

With few exceptions however, each page on this site is a valid document, prepared both for optimal forward-compatibility and for graceful degradation to older browsers. Several common accessibility features (e.g. ALT tags for images, table summaries, etc.) are present on the current version of the site, but a full accessibility assessment and deployment has not yet been conducted.
